Uzbekneftegaz has held talks with France’s Axens and Technip and China’s CPECC on expanding the Bukhara Oil Refinery, reported Trend.
The plan is to double the refinery’s annual processing capacity from 2.5 million to 5 million tonnes. The talks on November 5 covered the expansion concept, selection of technology and licensor, preliminary engineering, equipment supply, construction and project management. Uzbekneftegaz chairman Abdugani Sanginov asked each company to submit preliminary technical and commercial proposals within a week. He said “the main objective is to determine the most effective technological and organizational model” for the project.
President Mirziyoyev visited the refinery on November 3, ordered the expansion and called for leading international companies to take part. The investment cost and completion date have not been disclosed.
Bukhara is one of Uzbekistan’s key refineries. The country has struggled with fuel shortages and depends on imports of petroleum products, especially in winter. The expansion is intended to raise domestic output of higher-grade fuels. It also shows Tashkent drawing on both European and Chinese contractors for strategic energy projects.
