Kyrgyzstan Accelerates Fuel Supply Diversification

Kyrgyzstan has intensified its search for alternative suppliers of fuels and lubricants (F&L), seeking to minimize the impact of supply disruptions from Russia. First Deputy Prime Minister Daniyar Amangeldiev said the government is negotiating with Turkmenistan, Uzbekistan, China, Turkey, Azerbaijan, Belarus, European countries, and Russia to supply the domestic market with fuel, 24.kg reports.

According to him, China has already confirmed a contract for the supply of the first 3,000 tons of jet fuel, and negotiations are ongoing for the purchase of an additional 5,000 tons of diesel fuel. Agreements have been signed with Belarus for the supply of 3,000 tons of jet fuel and approximately 10,000 tons of diesel fuel. The first deliveries from China are expected within ten days, and from Belarus, approximately 15-20 days later.

Furthermore, during his visit to Russia, Prime Minister Adylbek Kasymaliev asked Russian Prime Minister Mikhail Mishustin to facilitate fuel supplies through Gazprom and Rosneft. The Russian side expressed its willingness to provide support and predicts stabilization of the domestic fuel and lubricants market in the next two to three months.

The need to diversify supplies arose after Russia imposed a temporary ban on petroleum product exports due to disruptions in refineries. In response, Bishkek approved a set of anti-crisis measures, including fuel import subsidies, temporary state price regulation, excise tax deferrals, and import liberalization for certain types of petroleum products.

Experts note that the current situation has demonstrated Kyrgyzstan's high dependence on a single energy supplier. Finding new sources of imports could not only reduce the risk of future shortages but also create a more resilient and diversified system for supplying the country with petroleum products, which is of strategic importance for energy security and domestic market stability.
