Uzbekistan's Shadow Economy Continues to Decline

Over the past two years, the share of the non-observed economy in Uzbekistan has decreased from 35% to 23%. Uzbek President Shavkat Mirziyoyev made this statement during a presentation on measures to reduce the share of the illegal economy and improve the effectiveness of prosecutorial oversight in the sector, Daryo.uz reports.

The decline in the share of the non-observed economy in Uzbekistan to 23% demonstrates significant progress in increasing the transparency of economic processes. These results are the result of a range of measures, including improving tax and customs administration, introducing digital control tools, eliminating legislative gaps, and stimulating honest entrepreneurship.

Increased tax revenues and the increase in the number of officially employed workers indicate a gradual transition of some businesses to the legal sector. This contributes to the expansion of the tax base, improved statistics, and the creation of a more competitive business environment.

At the same time, the data presented show that the hidden economy remains significant, particularly in agriculture, trade, services, and construction. These sectors are traditionally characterized by a high share of cash transactions, seasonal employment, and a large number of small businesses, which complicates government oversight.

The stated goal of halving the shadow economy by 2030 will require further development of digital payments, improved public administration efficiency, and maintaining a balance between regulatory measures and the creation of a favorable environment for entrepreneurship. The long-term impact of the reforms will depend not only on strengthened oversight but also on increasing business trust in government institutions and the attractiveness of working in the legal sector.
