Uzbekistan intends to radically increase transparency in the freight transport sector, where the share of the shadow sector currently exceeds 42%. During the presentation of large transport and logistics projects with the participation of President Shavkat Mirziyoyev, the Ministry of Transport of the Republic proposed introducing a Unified Digital Transport System, Gazeta.uz reported.
The initiative includes the creation of a national registry of cargo carriers, the creation of an aggregator for electronic travel documents and orders, as well as the expansion of digital exchange of permits and real-time tracking of international delivery.
At the same time, large-scale infrastructure development is unfolding in Uzbekistan: in Tashkent, as well as the Tashkent, Andijan, Surkhandarya and Bukhara regions, the implementation of 17 projects to create modern logistics centers and terminals is planned. Particular attention is paid to specialization in transport and logistics activities of key hub areas, including Khanabad, Angren, Yangiyul, Akhangaran, Alat and Termez.
The high share of the shadow sector in Uzbek cargo transportation is due to the lack of end-to-end digital accounting and the dominance of informal order chains. The introduction of a unified electronic register and aggregation services is a critical step for whitening the market and increasing tax revenues.
The development of a network of 17 logistics terminals, combined with institutional digitalization, solves the problem of transforming Uzbekistan from a land dead end into a key transit hub in Central Asia. An integrated approach reduces business costs, increases the transparency of international corridors and stimulates the attraction of private investment in the republic’s infrastructure.
