The installed capacity of Tajikistan’s Rogun Hydropower Plant will reach 3,780 megawatts (MW) upon full completion, Asiaplus.tj reports, citing the Rogun HPP Joint Stock Company.
Each of the plant’s six hydro units will have a capacity of 630 MW.
“This will allow for an average annual electricity generation of 14,400 gigawatt-hours (GWh),” the statement noted.
In 2024, the total electricity production by all power stations in Tajikistan amounted to 22,428 GWh.
Earlier projections had estimated Rogun’s final capacity at 3,600 MW, with plans for six units of 600 MW each using radial-axial turbines.
The plant’s construction will continue in two main phases:

By 2028: the dam is expected to reach an elevation of 1,185 meters above sea level, with an installed capacity of 1,660 MW (400 MW from units 5/6, and 1,260 MW from units 3/4);

By 2035: the dam will reach its full height of 1,300 meters above sea level, achieving the full 3,780 MW capacity (630 MW from all six units).
The first phase, estimated at $3.39 billion, is being financed by a consortium of international development institutions, including the Asian Development Bank (ADB), the Asian Infrastructure Investment Bank (AIIB), the European Investment Bank (EIB), the Islamic Development Bank (IsDB), the Kuwait Fund for Arab Economic Development, the OPEC Fund for International Development, and the Saudi Fund for Development, among others.
The total cost of completing the Rogun plant is projected at approximately $6.3 billion.
Currently, two of Rogun’s units are operating at limited capacity. According to Tajikistan’s Ministry of Energy, these units generated over 1.2 billion kilowatt-hours of electricity in 2024 — around 5.5% of the country’s total electricity output for the year.
To date, over 40 billion somoni (about $4 billion) has been invested in Rogun’s construction, including funds raised from the sale of Rogun JSC shares (890 million somoni), eurobonds ($500 million), and the remainder from the state budget.
