Kyrgyzstan’s President Sadyr Japarov has instructed authorities to draft legislation introducing the death penalty for particularly heinous crimes targeting children and women, following the recent murder of a minor in Issyk-Kul region, the presidential press secretary Askat Alagozov told Economist.kg.
“The case of Aisuluu, who was killed in a particularly brutal manner, is under the personal control of President Sadyr Japarov,” Alagozov said. He added that the head of the Legal Support Department of the Presidential Administration, Murat Ukushev, has been tasked with preparing legislative amendments to toughen penalties. The proposed changes would allow the death penalty for child rape and for cases of rape and murder of women.
President Japarov emphasized that such crimes must not go unpunished.
The incident that triggered the initiative occurred on September 27 in Karakol. The 17-year-old girl went missing and was later found dead near the village of Zhel-Aryk. She had been raped and strangled. The suspect, a 1984-born man with a prior criminal record, was arrested in Bishkek.
