Kazakhstan and Tajikistan to Sign Agreement on Electricity Supplies from Rogun HPP

Kazakhstan’s Minister of Energy, Yerlan Akkenzhanov, held talks in Astana with Tajikistan’s Minister of Energy and Water Resources, Daler Juma, on the sidelines of Kazakhstan Energy Week – 2025, Tajikistan’s Ministry of Energy reported.

The Kazakh side confirmed its readiness to sign an intergovernmental agreement on electricity supplies from the Rogun Hydropower Plant. According to Kazakhstan’s Ministry of Energy, the document is based on a Memorandum of Cooperation signed in 2023.

“We see this agreement as an instrument to balance the energy system, support agriculture, and strengthen food security,” Akkenzhanov emphasized.

According to the Tajik Energy Ministry, the draft agreement was published in November 2024. It provides for a 20-year term, with the possibility of a 10-year extension. Planned electricity supplies will be carried out exclusively during peak deficit hours in the North–South zone of Kazakhstan’s Unified Energy System.

The supply price has been set at 3.4 US cents per kWh, with annual indexation based on the U.S. Producer Price Index. Supply volumes will depend on the technical feasibility of transit through neighboring Central Asian states.

The financial aspects of the agreement will be overseen by the “Settlement and Financial Center for Renewable Energy Support,” a subsidiary of Kazakhstan’s Ministry of Energy.

It was also noted that the Asian Infrastructure Investment Bank (AIIB) has decided to increase funding for the completion of the Rogun HPP to $500 million.

Background

With an installed capacity of 3,780 MW, Rogun HPP will become the largest hydropower plant in Central Asia. It is designed to house six units of 630 MW each, with the last one scheduled for commissioning in 2029. Two units, launched in 2018 and 2019, are already in operation. In 2024, the plant generated over 1.2 billion kWh, accounting for 5.5% of the country’s total electricity output.
